Registration and Transfer

All new vehicles must  be brought  for physical inspection  by the RSTA  during the time of registration.After registration,the applicant is required to produce the vehicle for fitness inspection with the number plate displayed both at the front and the rear,exactly as per the standards prescribed by RSTA regulations.Please note that slanting and shiny letters/numbers are not allowed.  Please ensure that it is done on time and save late fine.

       What are the requirements for registering a motor vehicle?

         Requirements:

  • Duly filled in registration application form.
  • Original Invoice
  • ID Card copy (the applicant should be 18 years and above)
  • One passport size photograph (recent)
  • Original customs clearance (if purchased from authorized dealer outside Bhutan )
  • Import license /quota (incase of purchase from third country )
  • Tax clearance receipt in original
  • Emission certificate –Euro 03/Euro 04 compliant
  • Vehicle should be brought for physical inspection

      Please note:

  • Only new vehicles can be registered.Second Hand/used vehicles registered in other country cannot be registered in Bhutan.      

                  

        How to change registration number and transfer registration from one region to another?

  • Apply in writing to the Regional Transport Officer(RTO)with details showing where you want to transfer the registration.

       How to transfer Ownership and what are the requirements?

        Requirements:

  • Application of Transfer.
  • Submit an agreement (original sale deed) signed over legal stamps and executed between the buyer and the seller in the presence of witness.
  • Seller should inform the authority in writing immediately upon sale of vehicle.
  • Original registration certificate.
  • Xerox copy of Citizen ID card of the buyer.
  • Copy of the marriage certificate if the transfer is from Husband to Wife or vice-versa and from parents to offspring upon producing appropriate evidence.
  • Clearance from financial institutions / custom clearance in case of hypothecated vehicles.
  • Vehicles to be transferred within 5th year from the date of registration must produce custom clearance, particularly for third country import vehicles, registered to diplomats/expatriates.
  • All those under tax and duties exemption during initial purchase should produce custom clearance certificate.
  •  Vehicles gifted as SOELRA, bought from RGOB projects etc are also liable for 5% transfer tax.
  • Ownership need to be transferred within 15 days from the date of transaction, failing which a penalty of Nu.100/- is charged for all types of vehicles.
  • 1 number (recent) PP size photograph.

       Note:Obtaining of new registration number in replacement for the existing number from the same region is not        permitted.

        How long will it take to transfer the ownership?

  • Provided all documents and other requirements are fulfilled,ownership can be transferred within one working  day.
