Introduction

Safety has been, and will still continue to be, a priority concern of the Royal Government of Bhutan. Road safety and traffic rules have been established to serve as a guide to all road users. In order to drive safely it is essential to be fully aware of the Road Safety and Traffic Rules and Regulations. By always following Road safety rules we will be able to reduce the number of accidents on our roads. Safe driving is a continuous learning process and unless every motorist is aware of the Rules of Safe driving practices the road accidents will continue to increase.  

Therefore, in order to slash down this problem, the RSTA in particular are making every effort to educate both the novice and senior drivers through refresher driving training courses. With effective enforcement of Act and Regulations, highway patrolling with the help of Traffic Police, rate of fatal accidents has been reduced, considerably. Safety campaigns have been conducted through short programmes in TV/radio, distribution of road safety leaflets and publication of messages in the National news papers. However, continued traffic growth will mean that in future some parts of the existing road network will be under capacity or unable to cope. Further, the completion of the new double lane road between Thimphu and Phuntsholing will significantly alter the existing traffic patterns and flows. Therefore, it is important that any safety issues are anticipated in advance if at all possible and appropriate counter measures developed. Nevertheless, careful compliance of the safety instructions by all road users will go a long way in achieving safety.
